You do realize that the UPSTREAM on your connection is the important factor here, right? If you've got a crappy upstream/router/line between you and the client, it could be trying to send the same thing over and over again, causing seemingly horrible data transfer rates (well, they would be). Personally I haven't used RH9 (or 8 even, as I prefer to keep my support in case I need to call!) but my RH 7.3 w/Domino 6.5 on a dual 450MHz P-II works like a champ supporting well over 300 clients and SMTP for the entire domain without a hitch.

I can't think of why RH9 would be to blame, although it does use Apache 2.0 vs. 1.x on other versions.
